On the pop-up window, double-click Google > Chrome > User Data. In User Data folder, search for WidevineCdm folder of your laptop. Drag the folder to Recycle Bin and after that right-click on Recycle Bin to choose Empty Recycle Bin. Go back once again chrome://components/ to check for upgrade once again.
